The casino workers in Shangri-La were requested to look for new work by their employers. The new Russian Gambling Law requires casino businesses to move to the four gambling zones allocated by law effective July 01, 2009.

Casinos are likely to try to exploit options in law to keep continuing with their businesses from where they are at least for some more days, until the construction of the gambling buildings is complete in the gambling zones.

The casino operators were long warned that such will happen; however, they did not believe that the government would bring in a strong decisive law in to action versus the big money guys paying taxes to Moscow.

Furthermore, lawmakers in Russia state that games of chance will be in the long run will be explored and decided upon and talks are on about the banning of cigarettes also.

The buildings which are functioning as casinos now are expected to be converted to business centers. The business centers in non-gambling zones will be essentially non-gambling and non-gaming zones.

The difficulty with the gambling zones allotted is that they are a way far from the main crowd of the cities. People will have to drive there all the way to gamble. Secondly, the current economic trend will attract lesser investors to complete the gambling buildings in the gambling zones.

The construction which was already going on was getting down pretty slowly, because none of the casino owners believed that the law would be as fierce when it is executed.

It is expected that the casino businesses will negotiate with the lawmakers insisting on loss of jobs for their workers requiring a time extension or an alternate law to deal with the situation.

Last minute grace amendments in law via loop holes in the clauses of law is not new, and despite the law being seemingly fierce a lot of under way work might be in progress to have things going.
